I have a project that I am licensing under the GPL version 3.0. However, the rest of the information documents in my repository have an opening and ending banner image that shows off the project logo. Can I insert it before and after the license body? No actual modification will be applied to the content.

Furthermore, would it be possible for me to change the size of the headings? The heading sizes in the official Markdown-formatted license don't match the rest of my project.

I'm not a lawyer, but take a look at what the GNU license page has to say about Verbatim Copying:

Our intention in using the phrase ‘verbatim copying in any medium’ is not to require retention of page headings and footers or other formatting features. Retention of weblinks in both hyperlinked and non-hyperlinked media (as notes or some other form of printed URL in non-HTML media) is required.

So, in short, as long as you don't alter the text or change/drop any hyperlinks, it should be fine to change formatting, header sizes, etc.
